    I want an endgame build that pretty much only focuses on spells. I don't want a weapon with with attack speed lower than slow. I want to be able to pretty much fly around with charge, and I don't care if the items come from Li or hive.

    Depends what you want, they're actually quite different. Aquarius is excellent if you need more mana or spell damage while Boreal-Patterned is more for defenses, if you're lacking in those. Boreal-Patterned also requires quite a few points in agility and dexterity, which may not be possible with the rest of the build. They're both very powerful items, but neither is universally better than the other.
