Mage/Dark Wizard Water/thunder [skills And Gear]

Earlier I asked about water/air build. Now I want a Water/Thunder build. I am level 82.

1. How should I distribute skills

2. what items should I use

3. would this be a good build?

Budget: 21/21 LE

Status on items:
Rainstorm
Lightning Rod
Topaz Staff ✓
Ethereal ✓

Restored Ancient Helmet ✓
Seagazer ✓
Tourto Trousers ✓
Sodeta Boota

Jester Ring
Jester Bracelet
Jester Necklace

 

Weapon: Rainstorm/Lightning Rod/Topaz Staff (All of these weapons either do pure water damage or pure thunder damage so you will need to put water/thunder powders on them when the gameplay update comes)

Helmet: Restored Ancient Helmet (Skill points and elemental defense) This item is a quest reward so you shouldn't have to spend anything

Chestplate: Seagazer (Mana regen, and water defense)

Leggings: Touroto Trousers (HP, Strength points to negate sea gazer's -strength, and elemental defense)

Boots: Sodeta Boots (spell damage and mana regen) This item is also a quest reward

Ring #1 Jester Ring/Any ring of your choice

Ring #2 Jester Ring (skill points and 3 piece set bonus)

Bracelet: Jester Bracelet (skill points and 3 piece set bonus)

Necklace: Jester Necklace (skill points and 3 piece set bonus)

Skill Points: 30 Dexterity 68 Defense 100 Intelligence

Pros:
Decent damage once powders come out

About 75 total defense (depending on ids and if you use a 2nd jester ring or not) 40 elemental defense in each stat (without adding the negative and positive elemental defense %s) Keep in mind you have a heal spell with mage.

Surprisingly decent xp bonus (Sodeta Boots, Seagazer, Restored Ancient Helmet, and Rainstorm all give a good amount of xp bonus) If you don't have xp armor or prefer to wear your build while killing mobs to speed up the process then this build is even more useful.

Cons:
Only 7k health (This actually isn't that bad seeing that these items are very cheap and you are already decently bulky)

Considering that this build is budget and the stats aren't amazing compared to most endgame builds, it shouldn't do to great in PvP, but should do fine in PvE. (I would't really consider this "endgame," but it is still a solid build)

Would it be fine if I decreased defense and increased dexterity a little?

Yes, but don't take to much defense off or you will be one hit by most endgame builds rendering your heal useless.

 

Found a Topaz staff in the ToA

Also, is 44 Defense, 50 Dex, and 100 Int. Good?

Or 40 Dex, 54 Def.

Or maybe 45 Dex, 49 Def.?

Btw where can I find Tourto Trousers?

 

I would go a little higher on the defense but its your choice.
You probably have the best chance of finding Touroto Trousers in the Canyon of the Lost. (I've found 3 of them there)
Touroto Trousers are a level 85 unique item so they shouldn't be to difficult to find.

 

By the way, I'll have some of the things and my budget has increased, so
1. I can use rare items
2. do you have a replacement for unique items?

 

You might want to look into some of the hive items. (water and thunder divisions)

The only item in this build that could be replaced with a non-quest/hive item that wouldn't go way over your budget would be the chest plate which you could replace with soul signal.

For the skill points I would have at least 48 base defense if not higher
