A dirigible is an airship, especially one with a rigid structure. It's not a hot air balloon, and it's not a blimp. You see, that upper structure isn't necessarily a balloon, even though it may look like one. It is, in fact the actual air ship. This is the only way that I can see these things, given how they were made, by the builders. Their construction definitely fits the description of a dirigible. How they stay afloat in the air, without some type of balloon, must be based on some type of magic.
