I'll be real with you.

It's pretty difficult to find people who buy non-endgame gear and these boots are not endgame. There are several options for walk speed boots with more than 35% walk speed and even though those boots don't have the lightweight major id, people barely care about the lightweight major idea since all classes can negate fall damage with their movement spell. Meaning that the only reason to use this is because you want it at level. But very few people make actual builds below level 80.

The xp boost is mediocre (which is important since you only want to use these at level) and the walk speed isn't max. This thing is not godly. Aside from that, there are no other legendary boots in its level range, meaning that this thing drops fairly often.

I'd be surprised if you can get more than 1.5 LE for these boots.
Espicially considering how there are some comparably good ones on the trade market for 30-40 EB.
