    I'm not sure if i can say where it is exactly, but as you try to go to the top of the tower/library, it teleports you back down and puts in the chat, "This area is off-limits" Is this a bug or are they planning to fix this soon?

    I believe its for a quest, but you can still access it if you're a mage/warrior/archer

    You can access it once you're halfway through the Hidden City quest
