Unable to continue quest due to necessary NPC not spawning in

This is a common occurrence that has happened to me, but usually I do /class or join another server and it typically gets fixed right away. But, I just started a new character and have gotten to the Sewers of Ragni quest, where I was able to initiate the quest just fine, but as soon as the second part of the quest, e.g. me meeting up with the lieutenant outside of the sewer entrance, started the lieutenant did not spawn and has continued not to spawn. I think I said this already, but I have done:
-/class
-rejoined on different server
-restarted Minecraft
-restarted my internet though that literally doesn't do anything I'm assuming

so yeah, would appreciate any help on this. It's been about 3 hours since the bug first happened so I feel like it's about time I ask about it. Stuff like this usually gets fixed within that amount of time from past experience, and hey maybe this'll happen to me in a later quest so it'll be helpful for that too.

You may have missed the spot that triggers the NPC spawning and starts the animation. This mostl happens when you take weird paths or use movement spells(especially TP) so it sohuld work if you walk up to the sewer entrance again along the "intended" path
