unable to complete sandy scandal quest

    In the sandy scandal quest, I got to the part where the scroll merchant sees the bandits. after that I was tasked with reaching the explosion site, but it was blocked off by barriers. I then /killed to get access to the area but then, it just stopped the quest entirely.

    Please help, I don't want to need to go to Deltas every time i want to access my personal storage.
