    A level 74 quest starts in Bob's Tomb (which is around that part of the map), not surprised that a book is there.

    That is the starting point for Reincarnation, the level 74 quest which eventually rewards a mythic weapon, since the quest starts within bob's tomb and is very conveniently located at that area.
