Tower Of Ascension At Level 40 But Only 1 Level Up

heyo, so just now I spent a few hours finishing the tower on my level 40 warrior (with a lot of help from my higher level class) but when I turned in the quest, I received 925,000 xp, but only gained 1 level....
looking at the xp chart on the wiki and just from previous completions, I should have received many more level ups from this quest. Is only getting one level up from the quest a bug or a feature?

Toa gives more xp around higher levels.(65-75 i think)

Its not a bug. Every quest works just like mobs. There is an expected level of the player. The more your own level differs from that level the less xp you get. ToA for example is meant to be finished at around 65-70. That's why you only get one level at level 40.
