    Probably because all the citizens spawn in that general area when the city is loaded in and will wander around. Happens to me to whenever I log into corkus sometimes.

    Who knows?
    The actual reason is, when the chunks get loaded, they all spawn. Its why the t3 and t4 chests have a time limit once you spawn in and start lootrunning

    and why they can be opened before the enemies around them spawn, allowing player level to dictate the loot instead of nearby mob level.
