The Grand Empire [6/8]

(Idea from the game Secret Hitler, but name changed and is a forum game hosted by yours truly)
The government is split into sides - the Corrupt and the Just. They are both trying to get their articles enacted in order to take control of Wynn. The leader of the Corrupt, Qira, has lost connection to all Corrupt and now has to figure out for themselves who to support and who to oppose.

The Grand Empire is a game of mind games and deception. Let me tell you why you should trust me to do things now ;)
Basically, I will not respond to any chat unless it is questions about rules, post every day on schedule (Because summer holiday comes soon) and am now quite reliable I guess.
Here is how to play.

Rules made because Tsuyu-chan cyberbullied me enough to make me write them

1- No whispers
2- Every form of lying is allowed
3- People who were chairman or king in the round before cannot be what they were, but can be the opposite
4- NO EDITING POSTS.

The Just have the majority (5 players) and are trying to enact 5 Just Policies. The Corrupt have the minority (2 players) excluding Qira who is another player, so total 3, and are trying to: Enact 6 Corrupt Policies OR Have Qira elected Chairman after 3 Corrupt Policies are enacted.

The way policies are enacted is not simply like people vote on it. There is a special way.

Election Phase

There is a King and a Chairman elected every round which starts. The King gets to chooses a Chairman as a candidate. Everyone, in the game thread, will say if they want to elect them or oppose (Yes or No aka Ja! or Nein). If there is more or an equal amount of Nein voted, the King will move on to the number 2 player who will once again choose. This will move one point on the Election Tracker which represents an inactive government. Once this Election Tracker gains 3 points, the government is thrown into chaos and the top policy of the Policy Draw Deck will be instantly enacted.

Legislative Stage

The King and Chairman get to have a say in what policy is enacted. Nobody is allowed to talk during this period. The King receives 3 random cards from the remaining deck. He chooses one card to put into the discard pile and passes the remaining 2 to the Chairman. The Chairman will then decide which of the policies he was given to enact. An example.

King gets 2 Corrupt Policies and one Just Policy. He removes one Corrupt.
The Chairman gets 1 corrupt and 1 just policy in his hand. He chooses to enact the Corrupt Policy (Because he is Corrupt).
One Corrupt Policy is enacted.

The two are free to tell the truth (Or lie about!) what cards they were given from the deck.

Special Event during Legislative:
If Qira was elected Chairman when 3 Corrupt Policies are already enacted, the game instantly ends and the Corrupt wins when Qira seizes power.

The Deck Contents
There will be a total of 18 cards, 6 of which will be Just Policies. The reason for this being so low is because in an election, if all the members are Just most likely even if only one Just policy is given, the two will discard both Corrupt Policies. The rest of the 18 are Corrupt Policies.

Executive Action
Newly enacted Corrupt Policies can give powers to the current President. These happen when the second to fifth Corrupt Policies are enacted. The current President, Corrupt or Just, gets to use and exercise this power only after the Legislative session has finished and it does not carry over. The powers are:


When the 2nd Corrupt is enacted: The President can investigate the party membership of one person (Meaning if they investigate Qira they will only see Corrupt.) Presidents are free to tell the truth (Or lie about!) what they found out.


When the 3rd Corrupt is enacted: The President holds a special election and chooses one person to become the emergency President. After this President gets elected or does not, the first person on the list becomes President once more.

When the 4th Corrupt is enacted: The President can execute any player.

When the 5th Corrupt is enacted: The President can execute any player. Veto Power is unlocked.

When the 6th Corrupt is enacted, Qira seizes power and the Corrupt wins.

Veto Power

Veto Power is a special ability that is unlocked after 5 Corrupt Policies are enacted. It gives the Chairman the ability to discard all the Policies that were given to him IF the President agrees. After this, the game continues as if nothing had happened, and the election was declined or voted as Nein and the next Presidential candidate is now elected, and the election tracker moves by one.
