I'm trying to start The Forbidden Prison quest, but when I go to the coordinates my book tells me to, nothing happens. I'm at the place with the Vicious Guard Dogs. I'm certain I'm in the right place, but I don't know what to do from here. I looked at the wiki and no dialogue has shown up.

There's a hole in the wall, it's on your right when you enter.

Go to the coordinates and enter a hole in the wall (like @The Shoutbox mentioned). There should be a prison guard NPC that will trigger the start of the quest.
