The feathers fly part II bug

So after I have managed to help Ava with her presentation in front of the Corkus Council and was expected to talk with the president npc of the city called Efena I could not find him anywhere.
The npc disappeared and I could only see the green particles where I should have found him. Thanks to this even though I did try to start the conversation nothing happened and when I lobbied and came back the whole council and the main npcs all disappeared so now I am completely stuck.
No matter what I do I just cannot find them anywhere and I would greatly appreciate any advices in connection with this.

Make sure you're playing vanilla Minecraft 1.12.2 or 1.18.2 (mods can sometimes interfere) but it sounds like you're encountering a very common new issue involving NPCs vanishing, in which case there's not much that can be done. I recommend submitting a bug report if nothing else works
