The Envoy Part Ii Help

So after receiving the Corkian's Factory Key from the hidden mech base, it tells me to find Maxie at (cords) and give him the key. I am at the beacon and he is not showing up. I have tried relogging and restarting minecraft which normally fix this problem. Please help. Thank you!

 

I had this same issue. Turns out that the trigger for Maxie to spawn is near the beginning of the pipe that you exit out of after getting the key. So, heading back into the pipe should start the dialogue, and let you continue the quest.
