The Envoy Part I Glitch

I am currently on Stage 6 of the Envoy Part I quest, and the NPC needed to finish this section won't spawn. I have tried switching servers and relogging, but it doesn't seem to spawn. I also cannot leave the section I am in without scrolls or killing myself because it is walled in with barriers. I am not sure what to do here.

Do /kill and walk to the area again. This bug happens when you don't speak to the npc for a time after it spawns.
