The Envoy Part 2 Softlocked

I'm unable to actually start The Envoy Part 2.

I was missing the key initially, but even after using /fixquests and obtaining it the dialogue will not progress with Security Bot N4T17 and Maxie during Stage 1. I've tried - /class, /kill, changing servers, rejoining the server, retracing my steps in The Envoy Part 1 (which ends up just being buggy by the final step with the Delegate repeating the same dialogue line and Maxie not giving me the key.) I've also tried deleting the key and going through the end of Part 1 again, as well as just interacting with the NPCs without it and then obtaining it to see if that did anything.

Kinda stuck, was wondering if anyone would have some idea as to how I can fix this?

 

Go back to the temple at -1482 155 -3304 and get another key there, going back to maxie with it will trigger the rest of the quest
