The guards only attack the merchant if the merchant becomes hostile to the player.

YOU! did something to the poor merchant, angered his culture, and became so enraged, the guards had to stop them from killing you.

Why would elves have merchants anyway?

Seriously though, elves are either drug addicts or illuminati who say they are greedless but happen to have lots of emeralds. No, they need to be destroyed. (Plus, this elf looked like the drug addicts in Efelim. They shouldn't be allowed anywhere near civilised Rodorocians!)

 

Elves are against greed and are at the bank spreading the greedless word and then the guard just kills the merchant because of the elf's hypocrisy.
