   You can obtain them from the existing powder relics. The blue one is near Lusuco and the red is under the Great Bridge. (I'm pretty sure it is now legal to reveal the location, right?)

   Even though powders are currently unable to be obtained from mobs I believe there is the powder relic shrines which still give you powders
