stuck on the order of the grook quest

Summary: Unable to progress stuck on stage 5 of the quest
Description: I am pretty sure the bug happened a few months back and I gave up on the quest, but I currently need the item that the quest gives namely Draoi Fair. When I start tracking the quest via Wynntils, it says to "Follow the children to the school" but I don't see the boat captain or the boat, so I am not sure how to follow the children to the school.

I have tried doing /fixquest and it gives me the invitation that is given by Seasum, however as stated above the boat captain is nowhere to be seen, so I am unable to progress or teleport to the next stage of the quest.

 

The boat isn't visible until you go to the dock. It should be to the down a path to the left of the seaskipper area.

 

I have already went to the dock, but the captain and boat would not appear

 

try to use the hidden nexus entrance on mage island?

 

There is no response at the hidden nexus entrance, prob because I haven't unlocked the fast travel yet

 

Is there no way to fix this, and I'll just have to wait for the devs to notice and fix the quest? I was another post where a similar problem is happening to them which was posted more than a year ago. I'm kind of annoyed by this, as I have seen quite a lot of builds make use of the items from this quest and I am unable to equip them because of a bug that I can't deal with.
