Stuck in Elemental Exercise quest and other problems :(

    having trouble with the quest elemental exercise, I'm trying to do test out the weapon on the enemy but nothing happens with the quest, the guy you talk to for the quest just keeps saying "I would appreciate it if you could fallow my directions." And I still have a bunch of quest items taking up room in my inventory like the knife and some guys soup. I have no idea what I can do to even begin fixing this.

    What does your quest book say? If it says you should test out the weapon on the mob, kill it and pick up its drops, then talk to the NPC. If it says something else, do that. The "soup" I assume is Yahya's stained bowl, which is an item you'll need for a later quest, hence it is called a quest item. You can store them inside your bank, which is an enderchest found in most cities.

    the book is telling me to kill the mob unfortunately even when I do that it doesn't let me continue. And I already completed the soup quest I can't even access the book for that quest anymore.

    I already told you, pick up the mob's drop after you killed it, then talk to the NPC. I know you can't access the soup quest, I just said that you can store your quest items in your bank, so that they don't take up space in your inventory.
