Store Not Accepting Purchases

Almost a year ago i attempted to buy VIP with a gift card that had sufficient funds on it and it never worked, and then figured out that the store doesn't take them, now I'm trying again with an actual debt card, a visa, and it still does not work, if i use paypal or use a card as a guest. I do not know why it doesn't work for me, does the store not accept cross-region purchases?
