Some Questions About Powders...

so, powders have been added to the game but I have some question about them.

(I'll be using TIV(T=tier, IV=4) water powders for the exemples)

1: By putting 2 powders of TIV or higher on armor you will get a passive. If you par exemple put 2 TIV water powders on a helmet and 2 TIV water powders on a chestplate will the effect of the passive dubble or will it be the same as you would get if you have only a helmet with 2 TIV water powders?

2: A TIV water powder gives '+21% neutral to water'. Will putting two TIV on a weapon give +42% neutral to water and a special or will it only give 21% and a special?

3: Does '+21% neutral to water' mean if you have a weapon with 100 neutral damage and 100 water damage you will get 100 neutral and 121 water or 79 neutral and 121 water?(don't think I am an idiot because the total damage is the same of the second one because you will get extra water damage from skill points and armor)

I understand these question might me really stupid but I just want to be sure. Only question 1 is important but I am just curious about the other ones.

1) it doesn't stack so you are encouraged to use multiple powders on armor
