Archer/Hunter Help Solar Vanguard

I've come full circle - my first build against the Psychomancer did less damage than his regen, and now I've encountered the same problem. Can anyone direct me to a simple build (i.e. please don't make me go get a bunch of legendaries and dungeon items) that can actually do damage to this guy?

Get any item with water damage, it will destroy the vanguard. I basically chose anything with positive defenses and decent health, the ability to deal water damage is all you need. The build has a level 93 requirement simply because that bow has decent water damage and is a unique. Don't expect this to solo LI, but you should be able to beat the boss since he has a massive water weakness.
