That's because of the number that gets rounded. The 3 stars are only if the number is the exact max possible value. But it also can be a lower value that gets rounded to a higher number. That can happen with every stat but most of the time it's either two or three stars, but as it is a small number a smaller difference of the number makes a bigger differences of the % how good it is. So it's possible to have only one star even though it's the max stat because the one with one star has a value close above the average but high enough to get rounded to max.

Okay I'm dumb so I think I got what you're saying right? But whats the point of the stars? Newer players will get so confuse if you get tell 3 star is max when they get lets say a 42% Bad Wolf and it shows one star, they might just sell it for 5LE?

But the thing is, this problem only applies to low level weapons/mana regen. 42% is hard to round to while still having 1-2 stars. But if you take mana regen, the max you can get is actually rounded down to 3 mana regen (might be something like 3.4, and that would be 3, while something as low as 2.5 would still be 3, and that would only be 1 star.).

Actually the base value for the Mana Regen of Sage is 2 so the max value would be 2.6. Apparently its rounded up all the time. Otherwise I couldnt explain why its possible to get 1 star for the mana regen. That would also explain why the max xp bonus of Speaker is 28 although the max value is 27.3.
Well I dont know how thats working exactly but I think I heard that the best value is 3 stars, the best 10% are 2 stars and the rest above the average is 1 star. Quickly calculated for Bad wolf that would be 3 stars for 41.6 (which is the max value and gets rounded to 42), 2 stars for every stat from 41.5 to 38.4 and 1 star for 38.3 to 25.6. As you can see if you have the max xp bonus you cant have 1 star only 2 or 3. For the mana regen of sage its 2.6 for 3 stars, 2 stars for 2.5 and 2.4 and 1 star for 2.3 to 1.6. If Im right and its rounded up no matter which decimal number the value has you might have a weapon with 2.2 mana regen so it would be rounded up but has only 1 star.

Probably because the stars correspond to the roll, not the actual value. if you get a 130 roll (max), you'll have 3 stars. But if you get something that is only 1 star but the roll is still sufficient to get the max actual ID (expecially for small number IDs, such as mana regen/steal), it would appear to have the max possible ID (which it does) but behind the scenes, the roll was only good enough to get one star (which was still enough to get the max ID). It's kind of hard to explain, sorry if you don't understand. I guess what I'm trying to say is that for the ID to be max, the roll doesn't necessarily have to be 130%-ish for smaller numbers, so the game thinks that the ID isn't max because the roll isn't and gives it less than 3 stars.
