Assassin/Ninja Help Smokebomb Build

So the quest One Thousand Meters Under has recently been added, and in the Void Village you can buy some earth/air items, which also have some spell damage. So if possible I want a smokebomb build using that earth/air dagger :D

A few (actually a lot) requirements:
-Decent earth/air damage
-Pretty good spell damage (you choose if it's % or raw, not sure what's better, keep in mind that items like Soul Signal and Dark Channeler require dex)
-7k or more health, if between 7k and 8k preferably high agility (keep in mind that the weapon gives -750 health)
- No negative health regen or life steal (the dagger has 140/4s life steal, so I can maybe still use Memento or something)
- Pretty good mana regen / intelligence (atleast enough to spam smokebomb quite a bit, probably 60+ int and 6/4s+ mana regen)
- Elemental defenses don't need to be amazing, but if possibly not like -80% or -300 in one element
- More then -20% walk speed, dagger gives 12%
- If an item is level 98 or higher please try to come up with a lower level alternative
- No mythic armour
- No -tier attack speed

Concentration/Moon pool x2
Squid Anklet?
Willpower

You actually don't need spell damage with this since you have a ton of air and earth damage, so you'll do pretty good melee and spell.
It's actually pretty hard to come up with an earth build that's not melee , I'm really unsure about this build :l

For boots, could I use Kickback at level 99 if I get enough agility?

 

Mhm, sure. You can also use Terra's Mold or something for the chestplate.

 

I just noticed the 100 strength requirement on Earth Breaker...
Can I replace it with Dalaam, Elder Oak Roots or even Champion/Snail Leggings?
