also reminder Wynn province is in the worst of its time AKA corruption war, I highly doubt they even have enough resources to build airborne transportation or have technology to do in the first place like they are basically medieval era but even worse during those time.

 

The people of Gavel are unfamiliar with Humans, to the point many pause to remember what your species is called when interacting with you. Skyraiders will likely be made villagers or an offshooting branch of elves or just a group of any-species sky-swashbucklers that has taken in humans in recent years, but was founded by the residents of Gavel in the area or something. idk.

me personally, i think that the skyraiders are a villager organization. or at least were one:

1. Ahms has been inhabited by villagers and skyraiders for a good while.
   
2. It's been a full century since Wynn-Gavel exchange opened up.
   
3. In that time, enough villagers have migrated over that they're a major, entrenched part of Wynn's population.
   
4. Despite the criminality of the reverse (colonizer nonsense / refugee crisis nonsense), enough humans have managed the journey to found a whole hidden city.
5. Said hidden city is in eastern gavel, and indeed the general vibes around Jofash imply that, especially pre-airship, it was the option to take if you were down for border-hopping.

I figure that the human immigrant flow (did it ever stop?) had a huge subset that figured "hey, we're illegal anyway, might as well join the sky pirates, the only people who won't care about that." A noticeable human minority in the skyraiders then attracted more humans, and the entire thing accelerated in a feedback loop until 2-3 generations in you're met with the skyraiders as a majority human organization. It's either that or getting locked away in a secret canyon city for the rest of your life, right?

I think the idea of skyraiders being elves is much better than them being villagers, the idea of elves who don't follow the light's morals and instead take from people is much better than them being villagers, we already know that villagers can be both greedy and not greedy, but what about elves? Can elves be so unwilling to help one another and greedy as villagers are?
