Should I reset my soul points to 30 dexterity so I can use Hashrs Claw?

Hi! Im a level 47 assassin and heard the hashrs claw was the best weapon for an assassin my level. my skill points have only gone into Strength and defense, and Hashrs Claw requires dexterity 30. should I reset my soul points and put 30 points in dexterity?

nah i used jolt of inspiration from level 40 to 80 it worked fine

 

So I should use jolt of Inspiration? Bc I just identified one lol
