you can consider it if you intend to reuse the dagger on future assassin playthroughs. it's best to powder in only one element, and to suit the build you're using it with. if you don't have a specific build, choose the powder special you prefer best.

wynndata reference. quake and chain lightning boost life steal and mana steal. quake acts immediately and has no upper limit on enemies hit; chain lightning has better range and hits consistently. curse and courage boost damage. curse boosts friendly fire damage and stacks with itself; courage activates ls/ms and retains the damage buff across multiple enemies. don't use wind prison.

my recommendation is to always powder with tier 6. it's optimal and you never pay again to upgrade. many players will advise to go for tier 4 instead; it's far cheaper and still provides the aforementioned powder specials.
