Shackle Of Shade?

So I was asking around if there was any good accessory that had decent thunder defense and someone mentioned a brace known as Shackle of Shade. I looked into it but found nothing that spoke of the item so that got me wondering...is the said item like Gale's sight and not in the game or was the dude just playing me?

You must defeat the Blade of Shade to obtain it. Find the "Challenge of the Blades" Boss Altar.
