Server rescource pack not downloading in 1.21

For some reason anytime I try to join Wynncraft on the version 1.21 the server pack refuses to download and apply. I've tried tons of things to fix the issue but the only way that seems to work is going back to 1.20.2 and playing vanilla with no mods. The issue with 1.20.2 is that I get kicked regularly and my game will randomly freeze and not resume forcing me to terminate my game. All of my options to toggle resource packs are enabled (Wynntils, the server options, etc.) and the issue is still not resolved. I'm using a downloaded instance sent to me by a friend and their resource pack seems to be working just fine so I don't think it's a mod issue. Other instances I've made on 1.21 (Including vanilla with no mods other than fabric) also have this issue. Help would be apprecaited.
