    If you mean the actual Seafoam, you can find him somewhere in Selchar.
    If you mean a blue wybel, you can find him in crates.

    Seafoam is a blue wybel that can be found in Selchar. If you want a wybel pet, you'll need crates.
    The only way to get crates is either buying them from the store or being VIP+/HERO which get them daily
