"What if Guilds were to look at people, and not vice versa?"

Not exactly. See -- its for people that dont already have a guild -- and in doing so, come here, post their form, and wait. and if someone left their guild, they could come back here for a better one. but, Nobody could post two. its kind of like posting a job application into Monster.com.
