Well here's something, obviously now the observatories have to to do with the shards (even though they said the old ??? had nothing to do with the new one...). Anyways. 407 is the number on the observatory in Thesead.

Hidden city quest

 

I know..... but it could still be a hint... Wait. Your're right, hidden city is over level 80, and the only way to unlock this dialogue is completing it, so it's nothing, I still don't know about the number 407... proabaly nothing too.

Ye my group and I tore thesead apart looking for ???, we realized that there can't be anything under it as ancient rodoroc is below thesead.

If you combined all the stars shown on the observatories at night, it would create the code to enter Mehme's House inside the large white Asteroid
