    When is this ever useful, it costs 4x more it seems. My guess is if i have a crappy legendary or mythic but I dont know when to tell that

    If your IDs suck, rather than buying a whole new weapon, you just re-roll the IDs.

    So will weapon it self change or just the id's ?

    Just IDs. It would be pretty strange to convert a weapon into another random one, and in that case rerolling would be fairly useless.

    Or overpowered, reroll a bunch of low level uniques until you get a good mythic or legendary
