Rare Mob Spawning requirements

I was curious if anyone had tips or knew what features, were required to optimize farming rare spawning mobs. Like for instance, if rare mobs spawn more frequent when mobs around them are being killed, if they spawn on a timer, if they rotate on different spawns, if server hopping helps and or if its even allowed, and if placing a totem will up there spawn rate as well.
