    Am I allowed to set up a hotkey to click spell combos? For example, if I wanted to make it to just press F to have the hotkey press left-right-left for arrow storm.

    if you don't want to download a mod, yes, this and chat prefixes (for guild/party chat) are the only things you are allowed to set up like this.
