Mythics, depending on their Ids and rarity, usually range from ~ 45le up to many stacks; If you are very lucky, you might find one with low spelldamage, in the 100-150% area

 

So I can buy 100-150% spell dmg Pure with 30 LE?

 

I didn't say you can, but you might be able to find one.
But the chances are slim, as many people want more for the mythics they found,
and there aren't a lot in the 100-150 range either

 

There are actually none in the 100-150 range because the minimum is 120 xD
