What is the policy of people getting warned while they are afk?

The other day i was informed i could not have a super long tm stall name. i understood that it was wrong and it is done an over with. the moderator BTK2000 was extremely nice to me, but said that i was warned once before by a different mod for the same thing. I do not recall this to be the truth, but i am guessing it is, as i am very often afk and BTK2000 said it could be that too, so i am guessing i was warned while i was afk. what i am getting at is, if someone is afk and you 'warn' them, is it really a warning? and if it is, do you think it helped anyone if the recipient of the warning never actually got it?
