    I'd wait until later-game to put powders on gear, but if you want to put some on now I'd do courage or chain lightning. Chain lightning sucks but it might be good just to stick purely to thunder.

    This is way too early. You want to start caring about powders once you are level 80, but even then it's not important. They start to matter when you get to lv90, where bosses actually get hard and you want to care about your build (LI)
