Powder Relics And Their Rewards

So, about a few weeks ago, I was told the tier of the powder relic does not equate to the tier powder you will receive. Basically, for example, a Red Powder 6 relic does not necessarily mean you get a Fire powder 6.

So that kinda leaves me with a few main questions.

1) I noticed I've only really been getting at best, a powder 4 from these powder 6 relics. Question here is, is it possible to get powders 5 and 6 from such a relic?

2) Which leads to the second question, does anyone have the data values to the % chances of getting a certain powder? For instance, what's the chances of receiving a powder 4 from a powder 6 relic?

3) Do powder relics work like chests? The longer they remain uncollected, the better the chances of receiving a good tier powder?

Sorry for all the questions, just want to get this out of my head. If you know the answer to at least 1 of the questions, feel free to comment, you don't necessarily need to answer all 3 in one go (but if you can, that's great!)
