Possible Secret In Troms?

So I found these 3 things, if u step on the plate u hear a splash potion noise.
when u stand by the things behind the thrones, u hear fire
and the green clay is just weird
Is this just part of a higher lev quest I haven't done yet? (im 58)

 

I don't remember that to be part of a quest (Some quests received some changes, so I can't be sure.)
