phantom lore??

I found this thing near Ternaves, and its basically a small staircase that leads to this npc called '???' and he seems to be this miner trying to get others out from a blocked off space, and basically he says that an emerald mine under Ternaves was found and some people got caved in, and he's been trying to get them out.

He also blames the villagers for it in a part that was bolded. Soon, he notices the player and blows himself up, breaking the rocks and opening a tunnel where you see an emerald mine + a bunch of dead bodies. I thought this was a secret discovery, so I continued to follow it, but I didn't see anything else. Then I looked it up on the wiki, going through a list of some of the secret discoveries I thought it could be, but nothing seemed to match it.

I was going to copy and paste the dialogue, but when I looked back at my dialogue history, it didn't show up. Even when I circled around and went back to try and activate it again, the npc was gone and the hole had reset. I logged onto a different server but even then I couldn't access it again. I can't seem to find anything about it now, but if anyone knows what it is please tell me! I'm really invested now.

Even if it's just a thing for a later quest that I stumbled on, I just wanna know because I haven't seen anything about it on the wiki.
