    Look for loot chests that are Tier 3 or 4 and are around lv96-100 mobs (or, if you're using a lv100 class to run a loot chest run, look for chests that are isolated from mobs in general).

    But, I have no idea why you want that bracelet considering it weakens you so much for little reward...
