Outer Void World Discovery Unobtainable

Apologies if this has been brought up before, but for some reason any time I attempt to unlock the Outer Void discovery it will not work no matter how close I am to the tracking beacon. I have tried every block near it and suspect that either the activation block is too close to the portal to be accessible or that it's a bug. Let me know if anyone else is having this issue.
