On The Topic Of Downloading The Wynnpack.....

On another thread, someone asked on how to download the Wynnpack, I gave them advice on how to do it, however, @WillS1888 pointed out that downloading the Wynnpack is bannable, he said he heard it from a mod, however, I see no mention of the Wynnpack in the rules thread.

So could any staff answer this: Is downloading the Wynnpack for yourself illegal, yes or no?
