    Gavel isn't completed yet.
    "Then why is it out?"
    People complained about Gavel and made rumors that it was fake because of all the delays.

    Don't worry as Frostburn said Gavel is not completed yet but Salted did say that there were way less quests in the 80-100 range as they focused more in the 50-79 range. Apart from that Salted said that there will be smaller updates releasing 2-3 new quests at a time.
