Since no requirements are given, I'm just gonna assume this. However, if Nepta Floodbringer is used, you gain approximately 1.5k more damage on your Meteors.
Phoenix Wing is widely agreed by the community to be pretty bad, though.

 

for water mage youre best off just using nepta
