Need help opening up a appeal that has ben Shelved

I made a appeal about a year ago for something that happened several years ago and I kinda forgot about it cause it was frustrating me cause I had no clue about any questions that were asked. was just wondering how do I open it back up again? Tried making a new appeal but wouldn't let me
