Aight, I'm pretty sure that that was an asylum. The books could be a poor attempt to change their practices of dealing with insanity, and the odd layout of the prison was to prevent the insane people kept there from being able to escape easily, as the guards had an Idea of how to navigate the prison but the prisoners don't. The missing guard outfit could either be a prisoner stealing it, or an actual guard going on night shift before the prisoners revolted, knowing that security was weaker in the night.

 

Great theory ! Its actually logical
But what about the explosives and the anti airship golems ?

 

That will be a lot harder to explain, but I did notice that the TnT was missing from the mansion...

 

I don't know if the prisoners are forces to make a war and to fight and the anti airship golems maybe to take down an airship if prisoners manage escape .
I'm kinda sure this place has to do with nesaak and almuj secret bases
