Mesa Elevator Question

I often go to Mesa (surrounding places of Rymek) to do quests.
Sometimes, I fall into the bottom place of Mesa and battle hardly with f**king wolves.
When I try to use Elevator, the keeper said me that I must clear 38lv-quest 'Canyon Condor' (but I'm 36lv)

How can I go to surface without using the elevator?

 

There are a few areas that have like stairs leading to the surface. But that''s only in a few places.
